OIBって何?! What is OIB?

クロアチアで生活するにあったってOIBなるものが必要です。クロアチア語でOIBは「オイブ」と読みます。これが「オリーブ」に聞こえて仕方ないのですが・・・。ちなみにクロアチア語は日本語と同じように、書かれた文字をそのまま読めばいいので、英語のように単語の読み方に苦労することはありません。でも、日本語にはない音があるので、ちょっとだけ練習が必要です。

　さてさてOIBですが、Osobni Identifikacijski Brojの頭文字をとったもので、個人識別番号になります。ちょうどアメリカのSocial Security Number（社会保障番号）のようなものです。

　クロアチアでは銀行口座を開いたり、職に就いたり、Birth Certificateなどの公文書の発行をしてもらったりするにもOIBが必要になります。つまり、何をするにもOIBが必要ということです。そして、警察に指示された国民健康保険加入にももちろんOIBが必要。なので、国民健康保険に加入申請する前にOIBを取得する必要があります。

　ちょっと前まではOIB発行申請書を地元の税務署（Porezna Ured) に提出して、OIB取得まで数日かかっていたみたいです。地域によってはまだそういうところもあるのかも・・・。ザグレブでは、税務署 (Porezna Uprava) にパスポートを持っていくとその場で一時滞在許可証が発行されているか確認してくれて、ものの数分でその場でOIBが記載された紙を発行してくれます。発行費用は無料でした。クロアチアではありえないくらいのスピードでOIBが発行されたので感動ものでした。クロアチアもやればできるじゃないか、と旦那もびっくり。若くて考えが柔軟で、優秀な人と最新設備はザグレブに集中していたらしい・・・。ひょっとして他の手続きもザグレブだったらもうちょっと早いのかも。

 で、このOIB、紙1枚なんですが、この紙がものすご～く重要だから絶対にオリジナルは自分で保管して、必要ならばコピーを提出するように税務署の人に言われました。オリジナルの紙をなくすと、それ以降「Duplication」と書かれた複製は発行できるけど、オリジナルの発行はできないらしいです。慎重に保管しないと・・・。ラミネート加工したほうがいいかな。

In the case you move to Croatian and decided to live in Croatia, you need to obtain OIB (Osobni Identifikacijski Broj). OIB is something similar to the Social Security Number in the U.S..

  You need to have this OIB in order to open a bank account, sign a contract for a job, request an issue of an official document such as the birth certificate and so on. And of course, to enroll in the National Health Insurance, which I was ordered to do by the police and which is mandatory, I needed to obtain the OIB.

  It seems like it took a few days to obtain the OIB after filing a request at a local tax office (Porezna Ured). Maybe it stay the same depending on tax offices in Croatia. But, in Zagreb, it was super and unbelievably quick! What I needed was just appearing at the main tax office (Porezna Uprava) in Zagreb  with my passport.  Then, the person in charge checked if the temporary residence permit had been issued and printed out a document with OIB in a few minutes. There was no charge for this. So, we, I mean I and my husband was sooooo surprised by this quick procedure. It was a moment when a question we had: if everything is inputted into a data base, why can't they extract information on the data base from any PC? was cleared. Maybe other procedure could have been done in shorter time and easier process in Zagreb...

  The person in charge told me to keep the original copy of the OIB safe, because this document is extremely important. He also told me that I should make a copy of it and give it the copy if someone asked me. If I lost the original copy, then I won't be able to obtain the original one any more, but the tax office would reissue duplication. So, I have to be very careful not to lose it. What a pressure... Maybe I should laminate it.

一時滞在許可証の取得 Grant of Temporary Residence Permit

警察とのインタビューも無事に終えて、あとは一時滞在許可証(Dozvola zaPrivremeni Boravak)が下りるのを待つだけ♪

インタビューから約１か月後くらいに警察から召喚状(Poziv)が住所宛に送られてきました。召喚状にパスポートと一緒に何を持っていくのか書いてあるので、それを一緒にもっていきましょう。私の場合、白紙の銀行振込用紙と５００Kn（これは後で銀行口座に振り込む）と27.76Kn分のスタンプを持ってくるように書いてありました。

パスポートと必要なものを持って警察に行くと、その日のうちに一時滞在許可証をパスポートに貼ってくれます。（私の場合、名前の追記が遅れたので召喚状が届いてから実際に許可証をもらうまで１か月のギャップがありました・・・。）

警察で一時滞在許可証をもらってオフィスを出るときに、ビザの受理書を渡されて２週間以内に国民健康保険（HZZO)に加入して加入証明書を持ってくるように言われました（まだやることがあるのね・・・(^ ^;))。あと、一時滞在許可証は１年ずつの更新なんだけれど、最低でも許可証の期限が切れる１か月前に更新を申請しないと違法というは犯罪になるらしい。じゃぁ、どれくらい前から更新を申請できるのかと聞いたら、１か月と１週間前、との回答・・・。ものすごい短い期間。忘れそうなので、速攻ケイタイのスケジュールにリマインダー登録しました。

OK, after the interview with the police (the visa examiner), I just had to wait the temporary residence permit (Dozvola zaPrivremeni Boravak) to be granted.

  About a month later after the interview, I received an invitation (Poziv) posted to my address. The invitation also tells you what you need to bring with when visiting the police station to obtain the temporary residence permit. In my case, I had to bring a blank bank transfer form, 500Kn (to be transferred to the bank account) and 27.76Kn worth stamps.

  So, I took all necessary things written on the invitation to the police station together with my passport, and I've got the temporary residence permit (a visa label) on my passport. It usually takes a few hours to grant the temporary residence permit on the passport, but because my name on the passport had not yet amended at the point when I received the invitation, so I had to wait to receive the visa on my passport until my name was amended...

  When I obtained the visa at the police station, the examiner gave me a certification stating that the procedure of the temporary residence permit is in the process.  The examiner told me that I had to sing up for the Croatian National Health Insurance (HZZO) within two weeks and bring a receipt back to the police station. So, well, there are a few more things I have to do even after granting the temporary residence permit.

   Also, the examiner told me that the temporary residence permit is valid for 1 year and I must renew it at least a month before the visa expires. If I failed to file a request for renewal of the temporary residence permit at least one month before the visa expires, I will be charged because it is illegal and considered as crime. But the earliest I can file the request is a month and a week before the visa expires. So, the time when I can renew the visa is very limited... I immediately set up a reminder in my mobile phone so that I won't forget renewing the visa!

日本大使館でパスポートの名前変更 Amendment of Name on Passport

海外で外国籍の人と結婚して名前を変更、あるいは追加した場合、パスポートの名前の変更、追記が必要になります。私の場合、旦那の苗字を追加したので、パスポートの写真のあるページはそのままで、「追記」というところに名前が変更になりました、というスタンプを押してもらいました。

  この追記の申請をするには、日本で婚姻が登録された戸籍謄本１部と配偶者の名前の確認できる書類（パスポートのコピーや国籍証明書(Domovnica)のコピー）１部とパスポートを持って大使館に行きます。あとは大使館で２枚申請書に記入して、手数料50Knを支払うだけのとても簡単な申請です。追記は早ければその日のうちに、遅くても次の日までには処理してもらえます。

  日本で婚姻が登録された戸籍謄本を取り寄せるには、婚姻届を日本大使館に提出した後、１か月後くらいに家族の人に役場に婚姻が登録された戸籍謄本を取ってきてもらって、それを海外の住所宛に送ってもらうという方法しかありません。

  クロアチアで結婚し、名前を変更・追加した場合は、この追記あるいは名前の変更をしない限り一時滞在許可証をもらえないので、一時滞在許可証が下りる前に日本大使館で処理してもらいましょう。私の場合、日本大使館に婚姻届を提出するのを遅らせたために名前の追記処理が遅れてしまって、一時滞在許可証が下りたけれど名前の追記をするまで許可証はおあずけでした・・・。

In the case that a Japanese gets married to a non-Japanese outside Japan and changes his/her family name, the new family name should be shown on his/her passport. In my case, I added my husband's family name after mine, so I needed to get a stamp stating that my name had been amended on my passport.  In Japan, we allow to have only one family name, so when I added my husband's name, I didn't have to change the front page of the passport, but just needed a note stating that my name outside Japan had been amended.

  To amend the name on the passport for the Japanese, we need to bring a family register (a new one), in which the marriage is registered, and a copy of a document in which a spouse's name is stated (such as a copy of a passport, a copy of Domovnica), and of course, the passport to the Japanese Embassy. At the embassy, I needed to fill 2 requests for name amendments and pay 50 Kn, that's it. The amendment may be done on the same day, or at least by the following day.

  To obtain the new family register, in which the marriage is registered, you need as your family in Japan to go to the local government office to check if the marriage is registered and if yes, get a copy and send back to you. Usually, it takes about a month until the marriage is registered after filing the marriage registration at the Japanese Embassy.

  In Croatia, you won't be able to obtain the temporary residence permit unless you amend your name on your passport, if you changed your name upon marriage. So, better to amend your name on the passport while the procedure for the temporary residence permit is in process and before you obtain the permit. In my case, because I delayed filing of the marriage registration with the Japanese Embassy, I had to wait until my name on the passport was amended even though the temporary residence permit was granted.

警察のインタビュー Interview with Police

一時滞在許可証の申請をしに警察署にいったとき、ビザが下りる前に家を事前通知なしに訪問する、と言われていたのでかなりドキドキしながら家で待機していました。しかもクロアチア語ができないので、私が一人のときに突然来られても困るなぁ、と思っていました。

一時滞在許可証の申請から約2週間半くらいに実際に警察が家にやってきました。その時たまたま旦那と買い物へ出ていて二人ともいなかったけれど、義理の母が対応してくれて後で二人で警察に出向く、ということで落ち着きました。

警察署まで呼ばれて、何を聞かれるんだろう、と内心めちゃくちゃ緊張していました。オーストラリアでフィアンセビザを取る時も移民局とインタビューがあって、こっちはものすごいプライベートなことまで聞いてくる（例えば、寝るときベッドのどっち側で寝る、みたいな）らしい。クロアチアもそんなこと聞いてくるかな、とため息ものだったけど、実際はぜんぜん緊張する必要もなく楽しいインタビューでした。

インタビューでは二人の学歴、職歴、家族構成と家族の職業と、どうやって出会ったのか、お互いに何の言語でコミュニケーションを取っているのか、ということを聞かれたくらい。インタビューの間、女性のビザ審査官が書類に記入していて、必要事項を質問するという感じ。特に日本の住所の「県」がクロアチア語でいう何に当たるのか、通りの名前（street name）がどの部分なのか教えてほしいということもあったみたい。「クロアチア語はどう？」とか「クロアチア語の罵り言葉を勉強して夫婦ケンカしないと（（^ ^;））」みたいなちょっと世間話なんかも交えて、和やかでフレンドリーな雰囲気の中インタビューは終わりました。ぜんぜん心配することはなかった・・・。

When I filed the request for the temporary residence permit with the local police station, the police officer told us that they would visit us on random day. So, I stayed home wondering when they could come and being worried if they come when I was at home alone, because I can't speak Croatian.

  About two and half weeks later after I filed the request for the temporary residence permit, the police officers (visa examiners) visited us. However, I was out with my husband when they visited us, so we went to the police station later on the day.

  I was nervous about what would the examiners ask us and wondered if it would be an interview similar to one in Australia. In Australia, when a foreigner apply for a fiance(e) visa, you also need to have an interview with an immigration officials. I've heard that the immigration officials ask very private questions, such as which side of bed you lay down when you go sleep, and you also need to file all letters and e-mails exchanged with your Aussie partner. So, I imagined that the interview with the visa examiners could be something like that. But, in fact, the interview was quite fun and relaxing.

  At the interview, the examiner asked my and my husband's educational background, work history, family members and their career and so on. She also asked us how me met and how (in which language) we communicate. We also had a chat like how was my Croatian, and if I knew enough swear words to argue with my husband (:P) and so on. So, yeah, there was nothing to worry about, in contrary, the interview with the examiner was very fun with good laugh, thanks to the examiner who is very friendly and nice!

一時滞在許可証の申請 Filing of Request for Temporary Residence Visa

クロアチアでは、結婚式の前後5日間くらい有給とは別にお休みがもらえるみたいです。このお休みを利用して、地元警察に一時滞在許可証の申請をしに行ったんですが、行った日が悪かった・・・。次の日が祝日ということで、お昼で警察が閉まってたんです。聞くところによると祝日の前日はお昼でクローズ、という会社が多いみたい。で、お役所仕事も例外に漏れず・・・。クロアチアで書類を祝日の前日に警察とか役場に提出するときは、午前中に行きましょう。

  ところで、警察に一時滞在許可証を申請するのに、旦那の出生証明書(Birth certificate)が必要、ということで急遽Rijekaまで取りに行ってきました。住所が変わっても出生証明書は生まれた場所の役場に登録されていて、場所を変えることができないみたいです。なので、出生証明書が必要な場合は手紙で依頼するか実際にその場所へ行って取り寄せるかしかなかったみたい。でもRijekaの役場で「実は数日前から住んでいるところの登録所(Matični Ured)で取り寄せることが可能になった」と知らされて沈黙する私たち・・・。ガソリンを無駄にした、と思ったけど初めてRijekaに来ることができたし、霧に埋もれて寒いザグレブから太陽が降り注ぐ暖かいRijekaに来られたからいいことにしよう、ということに落ち着きました。私にとってRijekaはものすごい第一印象が良かったです。港町で陽気で明るい雰囲気っていうのもあるんだけれど、どっちかというとリベラルな考えが多いのがRijekaの特徴。Rijeka（リエカ）って名前も私の名前に通じるところがあって勝手に親近感を持ってみたり・・・。今度はもっとゆっくり訪れたいかな。

  祝日の翌日に書類（詳しくはこちら）をもって、地元管轄の警察署に、旦那と家のオーナーと一緒に出向きました。警察署では必要書類がちゃんとそろっているか確認して、一時滞在許可証の申請済み（ビザ発給手続き中）という内容の証明書をもらう、というとても簡単な手続きです。ちなみにこの時、私のアポスティーユ付の犯罪履歴書を開封して後日クロアチア語に翻訳したものをもってくるように言われました。

  警察署でもらった証明書(Potvrda)は外に出るときにはパスポートと一緒に持ち歩く必要があります。この証明書をもらえれば、最初に入国したときの3か月の滞在許可期間はキャンセルされて、ビザ審査が終わるまでクロアチア国内に滞在できます。ビザの審査中の出入国も問題ないです。でも、一時滞在許可証を提出してから日本に一時帰国して、日本からクロアチアに帰る際に航空会社のカウンターでビザの提示を求められました。このときまだ一時滞在許可証は持っていなかったけれど、事情を話したらこの証明書でOKでした。危うくクロアチアに帰れなくなるところだった・・・。

Certification of visa procedure

   I went to file the request for the temporary stay permit just before a national holiday. But unfortunately, all administrative services were closed before afternoon. My husband told me that usually before a public holiday, all of the administrative services and many companies close before afternoon in Croatia. So, if you need to file documents at any administrative services before a public holiday, do it in the morning.

  By the way, before we filed the request, we needed to get my husband's birth certificate. We didn't know that we could have obtain the birth certificate at any registration office (Matični Ured) in Croatia, so we went to Rijeka, where my husband was born, to get the birth certificate. This new system was implemented a few days before we went the registration office in Rijeka. It was a kind of waste of time and petrol to go to Rijeka from Zagreb just to get the birth certificate, but actually, I had a really good impression about Rijeka. Maybe because we visited Rijeka when Zagreb was buried in thick fogs for entire week while people in Rijeka enjoy lovely sunshine. Rijeka has a liberal-kind of atmosphere and people there are generally very friendly, although maybe Asian are still very rare to see for them (but this can be said to Zagreb, or other towns except for Split or Dubrovnik where lots of Japanese visit as tourists). But in fact, it seems like Rijeka is the most liberal city in Croatia. Also, "Rijeka" sounds similar to my name, so I feel a sense of affinity :)

  The following day after the public holiday, I went to the local police station to file the request for the temporary residence permit with my husband and the owner of the apartment (see here for documents you need to prepare). At the police station, the officer checked if we filed all necessary documents and then gave me a certification of visa procedure (a certification that says that visa examination is in process).  We were also told to bring the translation of my criminal record. So, we asked the court translator for the translation and filed it later.

  When you receive the certification of the visa procedure (Potvrda), keep it with you together with your passport when you go out. After you obtain this certification, the 3 months limits of stay you have when you entre Croatia for the first time as a tourist will be cancelled and you can stay in Croatia until the visa procedure is completed. While the visa procedure is in process, you can freely leave and re-entre Croatia.

 After filing the request for the temporary residence permit, I temporarily returned to Japan for 10 days. When I visited Japan, I travelled with the passport with my old name (without amending my name on the passport), because my name on the passport and the name of flight tickets need to match. Even with my passport with old name, I had no problem with re-entering into Croatia. But, when I checked in for the flight back to Zagreb, I was asked to show a valid visa. At that time, I didn't have the temporary residence permit, but the certification of the visa procedure. So, I told the person in charge at the check-in desk about my situation and the visa. They accepted the certification and let me checked in :). So, always bring the certification with you.
